UNESCO organized a seminar on “Strengthening Science and Higher Education Base for Capacity Building and Managing Hydrohazards in Pakistan”, in collaboration with National University of Science and

Technology (NUST) and International Centre for Water Hazard and Risk Management (ICHARM) Japan on July 12, 2011 at Marriott Hotel, Islamabad. This was a multi-sectoral effort between Education and Natural Sciences sections of UNESCO Islamabad.

In her opening remarks Dr. Kozue Kay Nagata, Director, UNESCO Islamabad said "UNESCO believes that building capacities is more durable and long term solution. It is important to Strengthen Science and Higher Education Base for Capacity Building and Managing Hydrohazards in Pakistan".

Dr. Shahbaz Khan, Chief Water and Sustainable Development Section gave details of Flood Early Warning System in Pakistan. He explained “The project will not only set up advance technological solutions but will also aim to build capacity of institutions by increasing their existing knowledge and capability to be better prepared and manage the hydrohazards, “ In this country, fortunately we have established institutions, but lessons learnt from the past, hugely emphasize the need of effective coordination among these institutions. These institutions need to be backed by latest modelling and decision support systems, such as Integrated Flood Analysis System (IFAS), to be in sync with the current global benchmarks”

Mr. Toshihiro Sonoda gave presentation on “Need for Integrated Approach for Flood Management using IWRM Guidelines at the River Basin Level Initiative”. He shared global best practices with audience of the seminar.

Dr. Aftab Sadiq, Dean School of Civil and Environmental Engineering NUST highlighted needs for “Higher Education Base for Managing Hydrohazards in Pakistan”. He shared three case studies from Earthquake 2005, Atta abad Landslide and Flood 2010 to emphasize the need of research and capacity building in Disaster Risk Management.

Mr. Kenzo Hiroki, Research Principal ICHARM briefed the audience about Integrated Flood Analysis System (IFAS). He explained the need for integrated solution for better management of hydrohazards.

The event was attended by Chairman SUPARCO Mr. Bilal Ahmad, Director General Pakistan Metrological Department (PMD) Mr. Arif Mehmood and Chief of water Planning Commission Mr. Naseer Ahmad Gillani. Officials and scientists from PMD, SUPARCO, IUCN, and NESPAK were also present at the occasion.
